Unable to locate program?

I don't know if this is similar to your issue, but we had people trying to open attachments (most often, Excel) and they would get "Unable to locate program".

This site answered this:

Specifically, it was disabling the Advanced -> General Option "Ignore other applications that use Dynamic Data Exchange (DDE)".
